Welcome to the Office of Sponsored Programs

 

Office of Sponsored Programs (OSP) was established in 1987 under the administrative oversight of the Office of Research and Strategic Initiatives (ORSI). It serves as the central unit responsible for assisting faculty, administrators, and the broader community by coordinating both pre-award and post-award functions related to sponsored and elective programs.

OSP’s services include the acquisition, monitoring, modification, and close-out of grants, contracts, and cooperative agreements. The office holds the authority to determine how pre- and post-award activities are conducted across the campus. By supporting the efforts of ORSI, OSP helps faculty and staff secure external funding and acts as a vital link between the university and public or private funding sources.

The primary role of OSP is to serve as the main support organization for sponsored programs at Southern University and A&M College. OSP staff collaborate closely with the Vice Chancellor for Academic Affairs, the Vice Chancellor for Finance and Administration, and the Office of the Comptroller. All federal, state, and foundation awards administered by the university represent institutional obligations and must be approved on behalf of the university by the Vice Chancellor for Research and Strategic Initiatives, who also serves as the university’s Authorized Organizational Representative (AOR) to awarding agencies.

When a sponsored project is awarded, the awarding agency issues the award to Southern University and A&M College. The Vice Chancellor for Research and Strategic Initiatives, designated by the Chancellor as the institutional representative, oversees these matters. In this capacity, OSP acts as the intermediary between the funding agency and the Principal Investigator (PI) for negotiations, modifications, and closeout of awards. Additionally, OSP ensures that all sponsored projects are conducted in full compliance with the regulations and guidelines established by the awarding agency.
